About us



Non-for-profit organization International Association of Technical Survey and Classification Institutions, shortcut names — International Association of Technical Survey and Classification Institutions, TSCI, is established on September 20th, 2002, and registered on October 7th, 2002. TSCI consolidates national classification societies and technical supervision bodies in the sphere of water transport.

Subject and Objectives of TSCI Activities

Subject of TSCI activities is the cooperation in the field of classification and certification of inland and river-sea navigation vessels, sea-going ships, technical survey of ships and other industrial, construction and transport objects as well as cooperation in the field of certification of quality systems, manufacture, goods, work and services.


The main objectives of TSCI are:

improvement of activities aimed at determination of safety operation conditions of inland and river-sea navigation vessels, sea-going ships and other floating structures, protection of human life at sea and on inland waterways, safety of cargoes including dangerous goods, prevention of environmental pollution;

development and harmonization of requirements for ships and other supervised objects aimed at improvement of the Rules of TSCI members;

improving the technical survey over industrial, construction and transport objects;

improving the quality of rendered services in the field of classification, technical surveys, certification and maintenance of internal quality management system.


The objectives shall be achieved by means of:

information exchange on TSCI members’ organization of work;

exchange of current Rules, Regulations and other normative documents applied in the activities of TSCI members;

joint solving of technical problems related to development and updating of the Rules and other normative documents applied in the activities of TSCI members;

harmonization of technical policy in matters of TSCI members’ general interest;

harmonization of views in matters related to international requirements for vessels and other supervised objects;

development of training and advanced training system for technical staff;

development of the quality management system common for all TSCI members;

implementation of the quality management system requirements by all TSCI members.

Conditions of Membership

TSCI membership may be granted to an organization performing activities in the field of technical survey and classification which:

performs survey of inland and river-sea navigation vessels and/or sea-going ships holding its class;

has the Rules for classification and construction of ships;

has qualified technical staff;

possesses a documented internal quality management system complying with ISO 9001 requirements;

recognizes TSCI Statute and Ethics Norms;

is a non-for-profit organization not having profit earning as the main purpose of its activities and not distributing the earned profit among its participants.


Organization that wishes to become TSCI member, forwards an application of arbitrary form to TSCI Secretariat. TSCI Secretariat sends to the applicant the following documents:

application form for joining TSCI;

self-assessment questionnaire form;

TSCI Statute;

TSCI Ethics Norms.


The applicant submits to TSCI Secretariat the application and self-assessment questionnaire with necessary documents attached, filled-in in one of TSCI working languages.

Correspondence of the applicant to membership conditions is subject to checking by TSCI.

Admission of organization to TSCI membership is effected at the meeting of TSCI Council.


Quality Policy

All the activities of the International Association of Technical Survey and Classification Institutions and each of its members in particular are aimed at meeting the needs of their customers, TSCI members and the society as a whole and are considered as the manifestation of quality.
Interrelations of TSCI members, their relations with the Association, their customers and other organizations as well as the activities of the Association in whole are based on strict observance of the TSCI Statute, Ethics Norms and other TSCI normative documents, worked out on the basis of the elements of International Standards ISO 9000.
TSCI Quality Policy as well as a means of long-term success of its activities is the effective achievement of the following goals:
elaboration of activities aimed at ensuring the safety of inland and river-sea ships; and other floating objects navigation, the safety of human life at sea and on inland waterways, safety of cargoes, environmental protection;
enhancement of technical supervision over industry, building and transport objects;
improvement of the quality of rendered services in the field of certification of quality management systems, products and services;
continuous improvement of the quality of rendered services in the scope of Association members; activities;
development and unification of TSCI members; requirements for vessels and other supervised objects aimed at improvement of the Rules of TSCI members;
improvement of quality management systems of TSCI members, mutual substitution when performing inspection/supervision in the framework of TSCI, protection of Association members; general interests;
raising of competitiveness and enhancing of the sphere of services.
These goals are to be achieved by:
mutual cooperation in development and elaboration of the Rules and Regulations of TSCI members;
experience and information exchange concerning organization of TSCI members.
